The Article II Initiative on the Unitary Executive is a most recent project of Law Professors for Trump. Professor Victor Williams and LPT will continue to actively support President Trump with this new initiative.
The Article II Initiative will provide the media and the public-at-large with academic analysis and common-sense explanation of the Unitary Executive (the President and his Executive Branch) as established by Article II of our Constitution.

Professor Victor Williams pledges to redouble his personal innovative efforts to actively support President Trump.
As we did during his first term, LPT will continue to advocate for Trump's constitutional right for timely confirmation votes for his nominees and also to make unilateral recess appointments.
Williams has defended the Executive's right to use the recess commission alternative for his entire career over the span of several presidents.
By simply signing recess commissions during a SCOTUS-required 10-day Senate recess, Donald Trump can jump-start his new Administration and immediately bench federal trial and appellate judges.
The Supreme Court affirmed this unilateral Executive commissioning right in 2014 although the majority opinion unnecessarily added a requirement for a 10-day Senate recess duration to the Constitution's text.
These commissions carry a fulsome authority and last "until the end of the Senate's next term" (2026). Meanwhile, the PAS nomination may be considered by the Senate.
A recess commission made together with a PAS nomination gives the U.S. Senate time and opportunity to more carefully offer its "advice and consent." Such an innovative process would keep the "confirmation circus" from returning to town and would help retard the "attainder-like" defamation too often suffered by nominees.

In its first action in January 2024, the Article II Initiative of LPT supported Trump with an amicus curiae brief filed with the U.S. Court of Appeals for the D.C. Circuit. The brief supported President Trump's absolute immunity defenses against the Biden-Harris-Garland hoax prosecutions.
The Article II Initiative's brief also exposed and condemned the illegal appointment of so-called "special counsel" Jack Smith who brought two different hoax prosecutions against Trump.
In a more recent action, Professor Williams issued a public statement in late October 2024 to commend the dutiful and careful work of President Trump's stellar transition team.
In particular, Professor Williams praised Trump’s selection of Howard Lutnick and Linda McMahon to serve as his transition co-chairs.
Howard Lunick is the Cantor Fitzgerald renown CEO who demonstrated great talent and an indomitable spirit in rebuilding and growing the investment firm following the loss of a substantial percentage of employees in the horrendous 9/11 World Trade Center terror strike.
Linda McMahon is Chair of the Board of the America First Policy Institute. An experienced and successful businesswoman, McMahon is also former head of Trump's Small Business Administration. The team is determined to effectuate an efficient and effective MAGA transition of our national government.
It is no surprise that Donald Trump has already begun working for the American people -- well before Noon on January 20, 2025.

Article II Initiative News and Activities:
As noted above, in January 2024, Professor Victor Williams
authored and filed an amicus curiae brief with the U.S. Court
of Appeals for the District of Columbia Circuit.
The brief supported President Trump's assertion of absolute Executive Immunity which the U.S. Supreme Court ultimately ratified.
The brief also exposed and condemned the unconstitutional appointment of so-called "Special Counsel" (a/k/a "Uber U.S. Attorney) Jack Smith.
The brief's constitutional arguments against the illegal appointment of private citizen Jack Smith were aligned with the subsequent brilliant reasoning of U.S District Judge Aileen Cannon of the Southern District of Florida when she dismissed the hoax (Mar-a-Lago documents) prosecution of, and ended the Biden-Harris-Garland election-interference persecution against, Donald J. Trump.
